The biggest central scholarship most toppers never hear about

Under its newer branding — Pradhan Mantri Uchchatar Shiksha Protsahan, or PM-USP — the Central Sector Scheme of Scholarship for College and University Students (everyone still calls it CSSS) is the Government of India's main merit-cum-means scholarship for higher education. It is run by the Department of Higher Education, Ministry of Education, and it is big: up to 82,000 fresh scholarships a year, with 50% earmarked for girls, paid directly to the student's Aadhaar-seeded bank account by DBT.

The catch that defines the scheme: you don't win CSSS with a percentage. You win it with a percentile. You must be above the 80th percentile of successful candidates in your board's Class 12 results, in your stream. That is why a student with 92% in a high-scoring board can miss it while a student with a lower raw score in a tougher board cohort qualifies — the top-20% cut is computed board by board, stream by stream.

What it pays

  • First three years of undergraduate study: ₹12,000 per year
  • Fourth and fifth years of integrated/professional courses where applicable: ₹20,000 per year
  • Postgraduate study: ₹20,000 per year

It is not a fee-covering scholarship — ₹12,000 won't pay a semester anywhere. It is a retention scholarship: enough for books, a laptop installment, travel and exam costs, paid year after year, up to a maximum of five years, if you keep renewing. Allotment between streams follows the published 3:3:1 ratio (Humanities : Science : Commerce), with reservation of 15% for SC, 7.5% for ST, 27% for OBC, and 5% horizontal reservation for benchmark disabilities within each category.

Who is eligible (fresh)

  • Above the 80th percentile in your Class 12 board examination, in the relevant stream.
  • Pursuing a regular degree course — general, professional or technical — in a recognised institution (an AICTE/UGC-recognised, AISHE-coded college/university). Correspondence, distance-mode, and diploma courses are not covered.
  • Family income not exceeding ₹4.5 lakh a year from all sources.
  • Not holding any other scholarship or fee-waiver scheme for the same course.
  • No drop-year gap between Class 12 and joining the degree for fresh applicants.

Renewal is a condition, not a formality

If you already hold CSSS, keeping it requires, each year: a renewal application on NSP, at least 50% marks in the annual examination, and at least 75% attendance. Fail either condition and the scholarship ends — the most common reason students lose CSSS is not marks, it's attendance dipping below 75% in a semester they didn't track.

How to apply

  • Go to scholarships.gov.in and complete the One Time Registration (OTR) with Aadhaar-linked details if you're new to NSP.
  • Log in and select the PM-USP Central Sector Scheme (CSSS) — fresh application if this is your first year in the degree, renewal if you already hold it.
  • Fill in board details (board, roll number, stream, percentile position), current course/institute, income, and bank details exactly as in your documents.
  • Upload: Class 12 marksheet, income certificate (fresh applicants), previous-year marksheet and fee receipt (renewals), Aadhaar, bank passbook of the Aadhaar-seeded account.
  • Submit and get the form physically to your institute for institute verification — then state-level (L2) verification. Until both are done, your application is incomplete in the only sense that counts.

Dates — handled honestly

Renewal applications for 2026–27 opened in June 2026, and current reporting puts the student deadline at the end of the current window — but published trackers disagree between 30 September and 31 October 2026, and NSP routinely issues extensions. There is exactly one correct action: open scholarships.gov.in today and read the scheme's own announcement banner before you plan your week. Do not rely on any website — including this one — for a scholarship deadline that can move.

The mistakes to avoid: applying on the wrong board/percentile assumption (check your board's published 80th-percentile cut for your stream — boards publish these lists), entering a bank account that isn't Aadhaar-seeded (the DBT will fail silently), and leaving institute verification undone. CSSS reaches 82,000 students a year; the ones it misses are rarely the ones with low marks — they're the ones with unfinished paperwork.

One last thing about planning: because the 80th-percentile cut is computed separately for every board and stream, the cut that mattered last year is not the cut that matters this year. A coaching friend's "safe percentage" from another board is worthless to you. Find your own board's published percentile position, treat the current deadline as live rather than settled, and get the application in early enough that an institute-verification hiccup still leaves you time to fix it.
