Top Class Education Scholarship for ST Students 2026–27: full support at a premier institute, if you qualify

This is one of the most generous scholarships the Government of India runs — and one of the narrowest. The Top Class Education scheme for Scheduled Tribe students, run by the Ministry of Tribal Affairs, exists for a specific student: an ST candidate who has won admission to one of the country's identified top institutions — an IIT, IIM, AIIMS, NIT, national law university or similar — and whose family income makes that seat hard to afford. If that is you, the scheme can carry essentially the full cost of your degree. If your institute is not on the notified list, the scheme cannot help you, no matter your marks. Here is how it actually works for 2026–27.

What the scheme is

Top Class Education for ST students has run since 2007–08 as a Central Sector scheme of the Ministry of Tribal Affairs. In its current form it sits inside the Ministry's higher-education support for ST students (the scholarship component of the National Fellowship and Scholarship for Higher Education of ST Students), and applications are invited through the National Scholarship Portal (scholarships.gov.in). The idea is simple: merit gets you into a premier institution; this scholarship removes money as the reason you cannot stay there. The award, once given, continues until you complete the course, provided your performance remains satisfactory — it is not a one-year grant you must win again from scratch, though renewal on NSP each year is still required.

Who is eligible

  • Category: you must be a Scheduled Tribe student with a valid ST certificate.
  • Institution: you must have secured admission to a notified institution — one of the institutes of excellence identified by the Ministry (the PIB note on the current framework puts the list at 158 institutions, including IITs, AIIMS, IIMs and NITs). Admission through the management quota in a private institution does not count.
  • Course: a regular, full-time degree or postgraduate course at that institution — the scheme is for students who have crossed Class 12 into higher education, not for school students.
  • Income: your total family income from all sources must be within the scheme ceiling. This is the point to verify carefully before you apply: the Ministry's standing scheme document states a ceiling of Rs. 2.00 lakh per annum, while the restructured higher-education scholarship framework describes a ceiling of Rs. 6.00 lakh per annum. The figure that governs your application is the one printed in the guidelines attached to the 2026–27 NSP listing — read that PDF, not any summary, this page included.
  • No double benefit: you cannot hold another central or state scholarship for the same course alongside this one.
  • Merit cut within the institute: each notified institute has a limited number of awards. If more ST students at your institute qualify than there are awards, selection follows the inter-se merit list — typically your entrance rank or admission merit — so the top-ranked students are covered first. Under the current framework the total is around 1,000 scholarships a year nationally, with priority given to girl students.

What it pays

The scholarship is a package, not a single cheque, and the components are paid against the scheme's norms:

  • Tuition fee and non-refundable charges: paid in full for government and government-funded institutions. For private institutions, a ceiling applies — the Ministry's scheme note sets it at Rs. 2.00 lakh per student per year (with a higher ceiling of Rs. 3.72 lakh for commercial pilot training in private flying clubs).
  • Living expenses: paid as per actuals up to a monthly ceiling (Rs. 2,200 per month in the Ministry's scheme note) for the academic period.
  • Books and stationery: an annual grant (Rs. 3,000 per year in the scheme note).
  • Computer: a one-time grant of up to Rs. 45,000 during the entire course for a computer with accessories.

Funds flow through the official channel — historically released by the Ministry to the institution for the fee component, with student components handled per the current NSP/DBT process. Component rates are revised from time to time, so confirm the current figures in the 2026–27 guidelines before budgeting around them.

How to apply for 2026–27

Applications run on the National Scholarship Portal, and the student application window for 2026–27 was shown open till 31 October 2026 — this is a hard deadline, and institute verification follows after it.

  • Go to scholarships.gov.in and complete the One-Time Registration (OTR) with your Aadhaar-linked details if you have not already.
  • Log in, open the schemes list, and select the Top Class Education scholarship for ST students under the Ministry of Tribal Affairs.
  • Read the scheme guidelines PDF attached to the listing — especially the income ceiling, the notified-institution list and the document list — before filling anything.
  • Fill the application: personal details, ST category, family income, your institute and course, bank account details.
  • Upload the documents (below) in the prescribed format and size.
  • Submit, note your application ID, and then chase the verification: your institute must verify the application on NSP, after which it moves to the district/state and ministry levels. An unverified application pays nothing.
  • For renewal in later years, apply again each year on NSP within the renewal window, with your previous year's marks.

Documents you will need

Keep scanned copies ready before you start: your ST certificate issued by a competent authority; family income certificate for the previous financial year; Class 10 and 12 marksheets/certificates; admission proof and fee receipt from your institute; a bonafide certificate from the institute; your bank passbook (account in your own name); Aadhaar card; and a passport-size photograph. If you are a renewal applicant, add the previous year's marksheet showing you were promoted.

Common mistakes

  • Applying from a non-notified institute. The institution list is the scheme's gate. If your college is not on it, the application will not survive scrutiny.
  • Guessing the income ceiling. The old and restructured norms differ (Rs. 2 lakh vs Rs. 6 lakh). Apply against the current guidelines and make sure your income certificate matches the figure you declare.
  • Submitting and forgetting verification. Institute and nodal-officer verification happen after your deadline; if your institute does not verify in time, the application lapses through no fault of the portal.
  • Stacking scholarships. Taking another government scholarship for the same course alongside this one is grounds for cancellation and recovery.
  • Missing 31 October. NSP scheme windows for central schemes rarely reopen for long; extensions, when they come, are announced on the portal itself — nowhere else counts.

If you are an ST student holding an offer from a premier institute, this scheme should be the first application you file this year — before the 31 October 2026 deadline, with the guidelines PDF open beside you.
