PM-USP Special Scholarship for J&K and Ladakh 2026–27: Renewal Applications Close 31 October

If you are a student from Jammu and Kashmir or Ladakh studying outside your home Union Territory and you are already on this scheme, there is one date on your calendar this month: 31 October 2026, when renewal applications for the PM-USP Special Scholarship Scheme for Jammu & Kashmir and Ladakh close on the National Scholarship Portal. This is the continuation of what most students still call the Prime Minister's Special Scholarship Scheme (PMSSS) — it now sits under the Pradhan Mantri Uchchatar Shiksha Protsahan (PM-USP) Yojana umbrella, with the All India Council for Technical Education (AICTE) as the implementing body and the National Scholarship Portal (scholarships.gov.in) as the renewal platform.

What the scheme actually pays

The scholarship has two parts: an academic fee reimbursement paid toward your college fees, and a maintenance allowance paid in ten equal instalments through the year. The current AICTE advertisement for 2026–27 sets the caps like this:

  • General degree courses: academic fee up to ₹30,000 per year
  • Professional courses (engineering, nursing, pharmacy, hotel management, architecture subject to NATA, BA LLB through NLUs, and similar): academic fee up to ₹1.25 lakh per year
  • Medical/BDS: academic fee up to ₹3.00 lakh per year
  • Lateral entry into the second year of engineering (for diploma holders): academic fee up to ₹1.25 lakh per year
  • Maintenance allowance for all streams: up to ₹1.00 lakh per year, paid in ten equal instalments

The AICTE's own announcement targets 5,000 scholarships for 2026–27 — split across general degrees, professional courses and medical seats — and early reports indicate over 4,700 had already been allotted by mid-October, well ahead of the previous three years' full-year figures. Renewal students are the existing beneficiaries continuing their courses; the money only keeps flowing if your renewal application is in and verified.

Who is eligible

This is a renewal guide, so the headline eligibility is simple: you were awarded the scholarship in a previous session, you are continuing the same course at an institution outside J&K and Ladakh, and you meet the scheme's continuing conditions (promotion to the next year and the prescribed attendance and marks requirements). You cannot draw this scholarship alongside another scholarship for the same course — holding a duplicate award disqualifies the benefit (how NSP's general one-merit-scheme rule interacts with welfare schemes is explained under the renewal window below).

For students hearing about the scheme for the first time, the fresh-entry criteria from the current AICTE advertisement are: you must have passed the 10+2 examination from a JKBOSE or CBSE school located in Jammu & Kashmir or Ladakh during the 2024–25 session (having enrolled in 2024) or the 2025–26 session (having enrolled in 2025); or you must be an engineering diploma holder who passed in 2025 or 2026 from the J&K Board of Technical Education and are seeking lateral entry into the second year of B.E./B.Tech. Fresh registration for 2026–27 opened on 16 July 2026 for 10+2 students and 17 July 2026 for diploma students, on the dedicated SSSJKL student portal (aictejkscholarshipgov.in), with in-person document verification at Facilitation-cum-Document Verification Centres from 18 July 2026 onwards.

The renewal window, as it stands

The NSP homepage currently shows the renewal calendar for the 2026–27 academic year:

  • Renewal applications opened: 1 June 2026
  • Student application closes: 31 October 2026
  • Institute (first-level) verification closes: 15 November 2026
  • Second-level (L2) verification closes: 30 November 2026

Since the 2026–27 cycle, the portal allows a student to apply for one merit-based scholarship scheme (this is the merit-based one) plus one or more welfare-based schemes, as long as the eligibility conditions of each are met. If your college's verification deadline passes without your application being approved at institute level, the money stalls — so the practical deadline is not 31 October alone; it is your institute's internal cut-off well before 15 November.

How to renew, step by step

  1. Start with your OTR.One Time Registration is required for every NSP scholarship application from the 2024–25 academic year onwards. The OTR number is generated once using your Aadhaar (or Aadhaar enrolment number) through the NSP OTR app on the Google Play Store, and it stays valid for your entire academic career. If you renewed last year, you already have one — do not generate a second.
  2. Complete Aadhaar face authentication. If you get error 904 during face authentication, update the UIDAI AadhaarFaceRD app from the Play Store. If authentication still fails, check that your Aadhaar biometric is "Unlocked" — the mAadhaar mobile app or the My Aadhaar web portal lets you lock or unlock it. Locked biometrics are a common and avoidable reason renewals stall.
  3. File the renewal form on scholarships.gov.in.Log in, select the PM-USP Special Scholarship Scheme for Jammu Kashmir and Ladakh, and submit the renewal application for 2026–27 before 31 October.
  4. Chase institute verification.Your institute must verify the application by 15 November 2026. Do not assume the office knows you have applied — send the acknowledgement and confirm it has been picked up on their side.
  5. Common Service Centres option.NSP services are available at CSCs; the total charge per candidate for the complete activity (reference number, biometric authentication, OTR generation and the full application form) is fixed at ₹30 including taxes.

Common mistakes that cost students the year

The scholarship dies on technicalities. The biggest ones: missing the renewal deadline and assuming a fresh-application track will cover you; generating a new OTR instead of using the existing one, which creates a duplicate record; leaving Aadhaar biometrics locked and failing face authentication on the last day; applying for another government scholarship at the same time, which the scheme explicitly forbids; and assuming institute verification happens by itself — the institute has its own deadline of 15 November, and unapproved applications go nowhere. Students with disabilities must first log in to the UDID portal and consent to sharing UDID details before submitting on NSP. For scheme-specific questions, AICTE's advertised query address for the 2026 cycle is [email protected], and the scheme guidelines live at aicte.gov.in/SSSJKL2026-27.
