The NEC Merit Scholarship: the North East's own merit award
If you are a student from one of the eight North Eastern states — Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim or Tripura — the NEC Merit Scholarship is one of the very few scholarships designed exclusively for you. It is run by the North Eastern Council (NEC), Ministry of Development of North Eastern Region, headquartered in Shillong, and it awards 1,600 scholarships a year on pure merit. Selection is deliberately not reservation-based: it is a ranking exercise on your marks in your last qualifying examination.
The scheme recognises a simple reality — students from the North East routinely pay more to study, because so many of them must study outside their home states. Accordingly, NEC scholars may study anywhere in India, inside or outside the North East, as long as the institution is recognised. What the scholarship asks in return at the research level is relevance: M.Phil and PhD applicants are expected to submit a synopsis on a topic relevant to the North East's own problems and development.
Who is eligible
- Permanent residence. You must be a permanent resident of one of the eight North Eastern states, and this is enforced with a specific document: for all states except Sikkim, a permanent residence certificate issued by the Deputy Commissioner, Additional Deputy Commissioner or a Sub-Divisional Officer of a civil sub-division — a certificate from any other authority is not accepted. Sikkim students use the Certificate of Identification (COI) issued by the respective Deputy Commissioner in Sikkim.
- Course level and marks. The scheme covers four levels, each with a 60% aggregate floor in the qualifying examination. Diploma applicants need HSLC/HSSLC (Class 10 or 12 from a recognised State or Central board) with 60%. Degree applicants need HSSLC with 60%. PG applicants need a bachelor's degree — BA, BSc, BE, BTech, MBBS, LLB, BCA, BBA and equivalents — with 60%. M.Phil and PhD applicants need a PG degree with 60%.
- Full-time courses only. Distance learning students are not eligible.
- Income. Annual family income from all sources must be below ₹8,00,000, and you must not be receiving another scholarship or financial assistance for the same purpose.
How much you get
The scholarship is a flat annual amount by level of study, paid via DBT into your Aadhaar-linked bank account:
| Level | Per year |
|---|---|
| Diploma | ₹20,000 |
| Degree | ₹22,000 |
| Postgraduate | ₹25,000 |
| M.Phil / PhD | ₹30,000 |
These are honest numbers to weigh against other options: the NEC award is modest next to a full fellowship, but it combines cleanly with admission benefits and, crucially, it is nearly the only merit scholarship where the entire applicant pool comes from your own region — your competition is the 1,600-slot state quota, not the whole country.
How to apply
Applications are made online on the National Scholarship Portal (scholarships.gov.in).
- Complete the portal's one-time registration (OTR), including face authentication, and log in.
- Open the NEC Merit Scholarship for Students of NER in the central schemes list and fill the application — residence state, course level, qualifying marks and bank details.
- Upload the documents: permanent residence certificate (or COI for Sikkim), income certificate from the competent authority, marksheets of the qualifying examination, and your bank passbook — the account must be in the applicant's own name.
- Submit, save the application ID, and ensure your institute verifies the application during the portal's verification round. Track the status on the NSP.
Where the 2026-27 cycle stands
The North Eastern Council has released the 2026-27 notification, according to regional reporting. On the NSP, the current listing shows the renewal application window open till 31 October 2026 — if you already hold this scholarship, that is the date to protect. Fresh applicants should check the live listing on scholarships.gov.in for the current intake window, because fresh and renewal deadlines on the NSP do not always run together, and StudyDesk has not been able to confirm the fresh window's closing date separately at the time of writing.
Common mistakes
The residence certificate error is the classic one: students upload a domicile or residence paper signed by a panchayat, school or MLA office, and the application fails because the guidelines specifically name the DC/ADC/SDO level (or Sikkim's COI). Get the right certificate from the right authority — it takes a trip to the district office and cannot be fixed after the window closes. Second, M.Phil and PhD applicants who skip the synopsis, or submit one with no North East connection, lose a scholarship that is otherwise winnable. Third, the income certificate must support "below ₹8 lakh from all sources" — an understated or stale certificate creates verification trouble later, including at renewal.
