Who is eligible
Three conditions decide almost everything. You must be a permanent resident of Jharkhand. You must belong to the SC, ST or BC category, holding a caste certificate issued by Jharkhand authorities. And your family's annual income from all sources must not exceed ₹2,50,000. That ceiling applies to SC and ST applicants, and in recent cycles the department has applied the same ₹2.5 lakh ceiling to BC applicants (the BC limit was ₹1.5 lakh in older scheme text, so if your district office quotes the lower figure, get the answer in writing from the portal notice for the current cycle).
Course-wise, post-matric means Class 11 and 12, ITI, diploma and polytechnic, undergraduate and postgraduate degrees, and professional courses such as engineering, medical and nursing — at a recognised institution. Students studying outside Jharkhand apply under the separate "Post-Matric (Outside State)" head, and this is where the trap sits: your college must be registered and approved on the e-Kalyan portal. If it does not appear in the institution list, no scholarship can be sanctioned, however strong your documents are. You also cannot take e-Kalyan post-matric support for the same course alongside another similar scholarship, and your bank account must be Aadhaar-linked — e-Kalyan pays through the Aadhaar-Based Payment System, which is why the portal itself tells students they do not enter an account number or IFSC in the form: the money goes to whichever account Aadhaar points to.
What you receive
The post-matric award is built from your course's approved tuition and other compulsory fees plus a maintenance allowance, which is higher for hostellers than for day scholars and varies by course group — professional courses draw more than general degrees, which draw more than Classes 11–12. Payment is made by DBT into the Aadhaar-linked account after the institute verifies and the district welfare office sanctions the application. Because sanction amounts follow your actual fee structure and course group, ignore the flat "you will get ₹X" figures on coaching sites; the sanction order in your login is the real number.
Dates: the honest position
e-Kalyan does not run to a fixed calendar date, and its deadlines are extended in rounds — the 2025–26 post-matric cycle ultimately accepted applications, with extensions, until 31 March 2026. For 2026–27 the department's notice pattern is an opening around the start of the academic session with successive extensions; when this guide was prepared the portal had not yet published a dated 2026–27 notice we could read. Work to the earliest date you see on the portal, not the last extension: district verification queues lengthen badly as deadlines approach, and an application stuck at institute level when the window closes is worth nothing.
How to apply
- Go to ekalyan.cgg.gov.in and register as a new student with your own mobile number and email; log in.
- Choose your application head carefully — Post-Matric (Within State) or Post-Matric (Outside State) — and the scheme matching your category (SC, ST or BC).
- Fill personal, academic and course details exactly as your certificates state. Select your institution from the portal's list; if it is missing and you study outside Jharkhand, raise it with your college and the district welfare office before the season peaks.
- Upload the documents below — the portal enforces small file sizes, so scan at low resolution but keep text legible.
- Submit, print the application, and hand the printed form with document copies to your college. The institute verifies online; the district welfare office then processes sanction.
- Track status in your login. Objections raised by the verifier must be answered by re-uploading or correcting exactly the flagged item within the correction window.
Documents you will need
Jharkhand domicile/residence certificate; caste certificate issued online by Jharkhand revenue authorities (old manual certificates routinely fail verification); income certificate for the current period; Aadhaar card; previous class marksheet and Class 10 marksheet; bonafide certificate from the college showing the fee structure; current-year fee receipt; bank passbook of the Aadhaar-linked account; passport-size photograph. Certificates should be freshly issued — Jharkhand's online caste, income and residence certificates come through JharSewa, and applying early in the season for those is half the battle.
Renewal
Renewal is a fresh filing each year from the same login, declaring the previous year's result and the new course year. You must have been promoted; a failed or dropped year breaks eligibility until you are promoted again. Watch the portal during the renewal window rather than waiting for an SMS.
Where applications fail
The recurring killers: a caste or income certificate issued in another state or in the old manual format; a college not registered on the portal for outside-state students; an Aadhaar-linked bank account that is dormant, so the ABPS payment bounces; income shown above ₹2.5 lakh because a salary component was counted differently from the certificate; and the printed application never submitted to the college. The e-Kalyan helpdesk is toll-free 1800-599-1289 (11 a.m.–4 p.m., Monday to Friday) and [email protected] — call during the season, while corrections are still possible.
Sources & verification
Checked against Government of Jharkhand's official source on 6 September 2026. Closed, renewal-only, expected and open statuses are kept separate.
