SVMCM: West Bengal's main scholarship, explained properly
The Swami Vivekananda Merit-cum-Means Scholarship — almost everyone in West Bengal just calls it SVMCM, or "the Vivekananda scholarship" — is the state government's flagship scholarship, and unusually for a state scheme it follows a student for a very long run: from Class 11 and 12 all the way through undergraduate and postgraduate study to an M.Phil or PhD. It is run by the Department of Higher Education, Government of West Bengal, and applications are made on the dedicated portal at svmcm.wbhed.gov.in.
Two things make SVMCM different from most scholarships a West Bengal student will see. First, it is open to students of every community — it is a merit-cum-means scheme, not a caste- or religion-based one, so it sits alongside (not inside) the OASIS and Aikyashree schemes. Second, the money is genuinely useful at the higher levels: while a school student gets ₹1,000 a month, an engineering or medical undergraduate gets ₹5,000 a month and a non-NET research scholar up to ₹8,000 a month, paid by DBT directly into the student's bank account.
Who can apply
Four conditions decide most applications.
Domicile and institution. You must be a permanent resident of West Bengal and enrolled as a regular, full-time student in a recognised institution located in West Bengal. Distance or part-time courses do not count.
Marks. The standard bar is 60% aggregate in your last qualifying examination. The percentage eases at postgraduate level: 53% in the Honours subject at graduation for general PG courses, 55% in graduation for PG engineering under the technical education directorate, and — for girl students who came up through Kanyashree and are now doing a PG in Arts, Science or Commerce under the K3 component — 45% in the undergraduate degree. Lateral-entry engineering students need 60% in their diploma from WBSCT&VE&SD.
Income. Total annual family income must not exceed ₹2,50,000. Three groups are exempt from the income ceiling and from producing an income certificate: state board toppers, Kanyashree (K3) applicants, and non-NET M.Phil and PhD candidates.
One scholarship only. You cannot hold SVMCM together with another central or state government scholarship for the same course or level.
How much you actually get
The rate depends on your level and stream, and is fixed by the directorate that handles your course:
| Level / stream | Per month |
|---|---|
| Higher Secondary (Class 11–12), D.El.Ed | ₹1,000 |
| UG Arts / Commerce | ₹1,000 |
| UG Science and other professional courses | ₹1,500 |
| Polytechnic diploma | ₹1,500 |
| PG Arts / Commerce | ₹2,000 |
| PG Science and other professional courses | ₹2,500 |
| UG/PG Engineering and other AICTE professional courses | ₹5,000 |
| Medical UG degree | ₹5,000 |
| Medical diploma | ₹1,500 |
| Non-NET M.Phil / PhD | ₹5,000 |
| Non-NET PhD / NET-LS research fellows | ₹8,000 |
That works out to between ₹12,000 a year at the school and general-degree level and ₹96,000 a year at the top research rate.
How to apply
Everything happens online on svmcm.wbhed.gov.in — there is no paper form and registration is free.
- Visit the portal and choose the fresh or renewal registration option for your level, then complete the registration with your own details.
- Log in with the application ID the portal generates and fill in personal, family-income, institution and course details carefully — spellings should match your board records exactly.
- Upload the required documents (listed below). For many West Bengal board students, examination data is pulled from board records, which speeds up marks verification.
- Submit the form and then get it verified by your institution — the head of institution's verification is a real step in this scheme, and an application that is never verified at the institute does not move forward.
- Save your application ID and track the status on the portal until the scholarship is sanctioned and disbursed to your bank account by DBT.
Documents to keep ready: marksheet of the last qualifying examination, family income certificate (unless you are in an exempt group), domicile certificate, admission receipt or bonafide certificate from your institution, the first page of your bank passbook (Aadhaar-linked account in your own name), a passport-size photograph and an identity proof such as Aadhaar.
SVMCM, Aikyashree or OASIS? Route yourself first
West Bengal runs parallel scholarship systems, and applying on the wrong portal wastes the cycle:
| Your situation | Correct route |
|---|---|
| Any community, 60%+ marks, income up to ₹2.5 lakh, Class 11–PhD | SVMCM (this scheme) |
| Minority-community student | Aikyashree via the WBMDFC portal — minority students are routed there, not to the SVMCM portal |
| SC/ST/OBC student claiming caste-based post-matric support | OASIS schemes sit alongside SVMCM — but remember the one-scholarship rule: you cannot hold SVMCM together with another government scholarship for the same course |
| Girl student continuing from Kanyashree into PG Arts/Science/Commerce | SVMCM K3 component — 45% in the UG degree is enough, and K3 applicants are exempt from the ₹2.5 lakh income ceiling |
Checking your status — and what each status actually means
Status is checked only inside your applicant dashboard; there is no check by name or roll number. Log in on the official portal with your 15-character Applicant ID and password, and open Track Application. Topper-category applicants must log in under the Topper category, or the portal will not find the application.
| Status on dashboard | What it means | What you should do |
|---|---|---|
| Application Submitted | Received; your institution has not verified it yet | Tell your school/college scholarship cell you have applied; keep originals ready |
| Under Process / Under Verification | Being reviewed | Check weekly; respond fast if your institution asks for corrections |
| Forwarded by HOI | Institution verified it and sent it to the Department | Nothing pending from you; department verification can take several weeks |
| Application Approved (amount not disbursed yet) | Approved; payment batch not yet released | Keep the bank account active; funds release in phases, earlier approvals usually paid first |
| Sanctioned / Amount Disbursed | Payment sent to your bank | Money usually arrives within a few working days; check passbook or bank app |
| Returned / Sent back for correction | An error was found | Correct the flagged detail or re-upload the document and resubmit |
| Rejected | Did not pass verification | Read the reason on the dashboard; ask your HOI whether it can be unlocked and corrected |
Forgot your Applicant ID or password? Use "Forgot Applicant ID" / "Forgot Password" on the login page and verify the OTP sent to your registered mobile or email. If you no longer use that mobile number, contact the helpdesk.
Stuck? Stuck at "Submitted" means your institution has not verified — go to the scholarship cell in person. Stuck at "Forwarded by HOI" is usually just the department queue; if it drags unusually long, email the helpdesk with your Applicant ID, full name and institution. "Disbursed" but no money after seven working days: check with your bank, then raise a Grievance in the portal's Grievance section with a dashboard screenshot attached. Only your HOI or the District Inspector can unlock a submitted application for correction — you cannot edit it yourself.
Payment failed? The usual causes are a dormant or closed account, a wrong IFSC, a minor account never converted to a regular account, or a name mismatch between bank records and the application. Fix the account at your branch, update the passbook, then inform your HOI and the Directorate — bank details can only be changed through them, with HOI approval, and correction windows are time-bound.
Helpdesk: toll-free 1800-102-8014 (working days); email [email protected]. Include your Applicant ID, full name, institution and a status screenshot. Fraud warning: sites such as svmcm.co.in and svmcmscholarship.com are not official portals. Apply and check status only on the government portal named in your cycle's notice, and never share your password or OTP.
Renewal is not automatic
A mistake that costs students money every year: assuming last year's scholarship continues on its own. Renewal is a separate application on the same portal, with hard marks rules that are stricter than most students expect:
- Higher Secondary and undergraduate renewals: at least 60% in the promotional examination.
- Postgraduate renewals: at least 50%, combining both semesters.
- You must pass all examinations in the first attempt — a backlog breaks renewal.
- Apply within one month of admission to the next class.
- Upload semester marksheets (Semesters 1 and 2 for the first renewal, 3 and 4 for the second; MBBS students upload professional examination marksheets).
- Renewal applicants also need a utilisation certificate: download it from your dashboard, get it signed by your HOI, and upload it as a PDF.
Fresh and renewal windows run on the portal's own schedule, and the dates have shifted between years — the portal was running the 2025-26 fresh and renewal cycle at last check (fresh and renewal applications for 2025-26 opened on 28 November 2025, with no last date announced in the latest status guides), with the 2026-27 window not yet confirmed when this page was prepared. Do not rely on a date from a previous year's notice.
Common mistakes
Applying while holding another government scholarship for the same course gets applications rejected at verification. Entering a bank account that is not in the student's own name, or is not Aadhaar-linked, stalls the DBT payment even after sanction. Using an income certificate from an authority the guidelines do not recognise is another frequent cause of rejection — get it from the competent authority for your district. And Kanyashree applicants should note the 45% rule applies only to the K3 postgraduate component, not to every PG application by a girl student.
Sources & verification
Checked against Department of Higher Education, Government of West Bengal's official source on 6 September 2026. Closed, renewal-only, expected and open statuses are kept separate.
Frequently asked questions
Can I check my status without my Applicant ID?
No. Recover it with the "Forgot Applicant ID" option and the OTP to your registered mobile or email.
My status says "Approved" but no money has come. Is that normal?
Yes. Approval and disbursal are separate steps; funds are released in phases, so an approved application can wait for its batch. Once the status flips to "Sanctioned/Disbursed", the credit usually lands within a few working days.
Can I edit my application after submitting?
Not yourself. Your HOI or the District Inspector must unlock it first — which is why spelling and bank details must match your board and bank records before you submit.
I am a minority-community student. Should I apply here?
You apply through the WBMDFC (Aikyashree) portal instead — see the routing table above. And whichever route you use, the one-scholarship rule still applies.
