The five schemes compared
These are the five Bihar schemes students ask about most. They are not interchangeable: Post Matric and NMMSS are scholarships for school and college students, Kanya Utthan and Medhavriti are incentives for Bihar girls at education milestones, and the Student Credit Card is a repayable education loan. One of the five is already closed for 2026-27, one closes on 31 October 2026, and three have no single published deadline verified.

Bihar Post Matric Scholarship 2026-27 — closed
The Bihar Post Matric Scholarship (PMS) is the state scheme for SC, ST, BC and EBC students in post-matric courses — Class 11-12, graduation, post-graduation, ITI, diploma and professional courses. The 2026-27 window ran from 15 July to 30 September 2026 on the official PMS portal, and it is now closed with no extension announced. The StudyDesk article for this scheme was cross-checked against the portal on 9 October 2026.
- Amount (tracker-reported, confirm on the portal): Rs 2,000 a year for Class 11-12, Rs 5,000 for graduation, post-graduation and ITI, Rs 10,000 for diploma/polytechnic, and Rs 15,000 for engineering, medical, law and other professional courses in non-government recognised institutions. Higher amounts apply at central and premier institutions such as IIT Patna and NIT Patna.
- Eligibility (tracker-reported): permanent resident of Bihar, enrolled in a recognised post-matric course, belonging to SC, ST, BC or EBC, with family annual income up to Rs 3,00,000.
- Portals: BC/EBC students apply at pmsonline.bihar.gov.in; SC/ST students at scstpmsonline.bihar.gov.in. Applications need an NSP one-time registration (OTR) number from scholarships.gov.in.
- Documents (tracker-reported): Aadhaar card, income certificate, caste certificate, residence certificate, bonafide certificate from the institution, previous-year marksheet, fee receipt and an Aadhaar-linked bank account in the student's name.
- What to do now: the window is closed. Do not pay anyone who claims they can still file your 2026-27 application. Keep your documents and certificates ready for the 2027-28 window.
NMMSS 2026-27 — open till 31 October 2026
The National Means-cum-Merit Scholarship Scheme (NMMSS) is a central scheme, run through the National Scholarship Portal, for students in Classes 9 to 12. It pays Rs 12,000 per year. The Union Ministry of Education extended the 2026-27 application deadline from 30 September to 31 October 2026, with institute (L1) verification till 15 November 2026 and district (L2) verification till 30 November 2026.
- Amount: Rs 12,000 per year, for Classes 9 to 12.
- Deadline: student applications on NSP till 31 October 2026. If you are reading this after that date, the window has closed.
- Who can apply: students who cleared Class 8 and are enrolled in Class 9 in government, government-aided or local-body schools, with parental income up to Rs 3.5 lakh a year; one lakh fresh scholarships a year. Apply on scholarships.gov.in after one-time registration (OTR).
- Verification: your institute verifies first (L1, till 15 November 2026), then the district nodal officer (L2, till 30 November 2026). An application is not complete until both verifications pass.
Mukhyamantri Kanya Utthan Yojana — Rs 25,000 and Rs 50,000
Mukhyamantri Kanya Utthan Yojana (MKUY) is the Bihar government's flagship scheme for girls, paying incentives at education milestones from birth to graduation. The two components students actually claim are the Class 12 incentive and the graduation incentive. The scheme is run by the Education Department, Bihar, and applications go through the medhasoft portal.
- Rs 25,000 after passing Class 12 (Intermediate), for unmarried girls who are Bihar residents. The unmarried condition applies to this component only.
- Rs 50,000 after completing graduation from a recognised university, for Bihar girls of any division and any category — tracker reports say there is no caste or family-income bar for the graduation component.
- Payment is by direct benefit transfer to an Aadhaar-seeded bank account. Apply and check payment status on medhasoft.bih.nic.in.
- Deadline: no single published closing date for the 2026-27 components was verified as of 25 October 2026, so none is claimed here. Check the medhasoft portal for the current window for your batch.
- Note: the Class 12 component is also referred to as Mukhyamantri Balika Protsahan Yojana in some reports. It is the same Rs 25,000 incentive, not a separate scheme — do not apply for it twice under two names.
Mukhyamantri Medhavriti Yojana — Rs 15,000 / Rs 10,000 for SC/ST girls
Mukhyamantri Medhavriti Yojana is a Bihar scheme for SC and ST girls who pass the Class 12 (Intermediate) examination. It pays a one-time amount of Rs 15,000 for a first division and Rs 10,000 for a second division, according to tracker reports. Applications go through the medhasoft portal, the same portal as Kanya Utthan.
- Amount (tracker-reported): Rs 15,000 (first division) or Rs 10,000 (second division), one-time.
- Who can apply (tracker-reported): SC/ST girls who pass Class 12 in the first or second division.
- Deadline: no 2026-27 closing date for this scheme was verified in this run, so none is claimed here. Check medhasoft.bihar.gov.in for the current window.
- Do not confuse it with Kanya Utthan: Medhavriti is only for SC/ST girls and is tied to the Class 12 division; Kanya Utthan covers all Bihar girls at the Class 12 and graduation stages.
Bihar Student Credit Card — loan up to Rs 4 lakh
The Bihar Student Credit Card (BSCC) is an education loan scheme under the 7 Nishchay programme, run by the Education Department through the Bihar State Education Finance Corporation. It is a loan, not a scholarship: the money must be repaid after your course. In September 2026 the Bihar government extended the scheme for five more years, till 2030-31, and approved Rs 950 crore for the current financial year. Around 4.15 lakh students have received support through the scheme since it began in 2016.
- Loan: up to Rs 4 lakh for tuition fees, books, hostel charges and related costs of a recognised higher-education course (BA, BSc, BCom, BTech, MBBS, BDS, LLB, BEd, polytechnic, MBA and others). No collateral or guarantor is required.
- Eligibility: permanent resident of Bihar; passed Class 12; admitted to a recognised course; age not more than 25 at the time of application (30 for postgraduate courses); not in regular employment when applying.
- Interest: the rate terms were revised in 2026 and tracker reports disagree on the current rate (reports range from 0% for all students to 1% for male students and 0% for female, transgender and differently-abled students). This article does not state a rate — confirm the current rate on the official portal before applying.
- Repayment: starts only after the course ends — one year after completion or six months after getting a job, whichever is earlier — in monthly instalments.
- How to apply: register on 7nishchay-yuvaupmission.bihar.gov.in, then visit your district DRCC (District Registration cum Counselling Centre) in person with your documents for verification. The DRCC visit cannot be done online.
Schemes not in this comparison
One scheme students often ask about is deliberately left out of the table above, because its 2026-27 deadlines could not be verified per scheme in this run. It is listed here so the omission is visible, not hidden.
- NSP pre-matric and post-matric national schemes for Bihar students — the National Scholarship Portal carries several central schemes that Bihar students can also claim, but their 2026-27 Bihar-specific deadlines were not verified per scheme in this run. Excluded until verified per scheme on scholarships.gov.in.

Frequently asked questions
Is Bihar Post Matric Scholarship 2026-27 still open?
No. Applications ran from 15 July to 30 September 2026 and the window is now closed, with no extension announced. The next cycle has not been announced. Watch the BC/EBC portal (pmsonline.bihar.gov.in) or the SC/ST portal (scstpmsonline.bihar.gov.in) for the 2027-28 window.
What is the last date for NMMSS 2026-27?
31 October 2026. The Union Ministry of Education extended the National Means-cum-Merit Scholarship deadline on the National Scholarship Portal from 30 September to 31 October 2026. Institute (L1) verification runs till 15 November 2026 and district (L2) verification till 30 November 2026. If you are reading this after 31 October 2026, the window has closed.
Who gets the Kanya Utthan Rs 50,000?
Any girl who is a Bihar resident and has completed graduation from a recognised university — regardless of caste or family income, according to tracker reports of the scheme. The Rs 25,000 Class 12 component is different: it goes to unmarried girls who pass Class 12. Both are paid by direct benefit transfer to an Aadhaar-seeded bank account through the medhasoft portal.
Is the Bihar Student Credit Card a scholarship or a loan?
A loan, not a scholarship — up to Rs 4 lakh for higher education, with no collateral, which you repay after your course. That is the key difference from the other four schemes in this comparison, which do not have to be repaid. You must be a Bihar resident, have passed Class 12, be admitted to a recognised course, and be no older than 25 (30 for postgraduate courses) when you apply.
Can I apply for more than one Bihar scheme?
Yes, where the eligibility rules allow it — for example, a girl student can claim the Kanya Utthan graduation incentive and also take a Student Credit Card loan for further study. But each scheme has its own portal, documents and verification, and taking a loan does not affect a scholarship and vice versa. Check each scheme's own rules before applying.
What is Mukhyamantri Medhavriti Yojana?
A Bihar scheme for SC and ST girls who pass Class 12 in the first or second division, paying Rs 15,000 for a first division and Rs 10,000 for a second division, according to tracker reports. Applications go through the medhasoft portal, the same portal as Kanya Utthan. Its 2026-27 application window was not verified in this run, so no deadline is claimed here — check medhasoft.bihar.gov.in.
