₹50,000 a year, for students with disabilities in technical education
Saksham is AICTE's parallel scholarship to Pragati — same structure, same money, different beneficiary. Where Pragati is for girl students, Saksham is for differently-abled students pursuing technical education. AICTE's own scheme summary is one line: the scholarship/contingency is awarded to differently-abled students taking admission in AICTE-approved technical institutions at degree or diploma level, at ₹50,000 per year as incidentals.
"Incidentals" is the honest word — the ₹50,000 is not earmarked tuition reimbursement. It is a lump sum toward the real costs of a technical degree: tuition, books, equipment, assistive devices, a computer, stationery, and transport. It is paid to the student by Direct Benefit Transfer, and it renews for every year of the degree or diploma as long as you keep meeting the conditions.
Who is eligible
- Students with a benchmark disability — reported consistently in the scheme guidelines as a disability of at least 40%, certified by the competent medical authority. Keep the disability certificate ready; it is the defining document of this scheme.
- Indian nationals admitted to a technical degree or technical diploma programme in an AICTE-approved institution.
- Year of admission. Fresh applications are for students admitted in the first year of the degree/diploma in the current academic session; students who joined the second year through lateral entry can also apply fresh in that year.
- Admission route. Admission should be through the centralised state/central counselling process; management-quota seats are excluded under the guidelines.
- Family income. Total family income from all sources must not exceed ₹8 lakh a year.
- No double benefit. You cannot hold Saksham alongside another central or state government scholarship for the same course.
Unlike Pragati, no per-family cap is stated for Saksham in the published summaries — but that is a detail to confirm against the current guidelines if it matters to your household.
How selection works
Like Pragati, Saksham is merit-based on your qualifying exam: a State/UT-wise merit list is prepared from Class 12 marks for degree applicants and Class 10 marks for diploma applicants. Reservation follows the Government of India pattern stated in the scheme guidelines: 15% for SC, 7.5% for ST and 27% for OBC candidates. Reported tie-breaks: older candidates first on equal marks, then lower family income. Meeting the eligibility checklist gets you into the pool; the merit list decides who gets paid. Every selection is provisional until document verification clears.
Renewal is not automatic either. Under the guidelines, the scholarship continues only if you are promoted to the next year of the course — a year lost to backlogs or failure ends it — and you must file the renewal application on NSP each year with your institute's certification. Plan for that at admission time, not in the renewal month: the students who lose Saksham mid-course almost always lose it on promotion or paperwork, not on the original merit list.
Saksham or Pragati? The two AICTE schemes side by side
The two schemes pay the same ₹50,000 and share the ₹8 lakh income ceiling, the NSP route and the DBT account rules — but they are not interchangeable, and a student eligible for both must choose, because the no-double-benefit rule bars holding the two together for the same course:
| Pragati | Saksham | |
|---|---|---|
| Who it is for | Girl students | Students with ≥40% benchmark disability (any gender) |
| Family cap | Max two girls per family | No per-family cap stated |
| Defining document | Admission + income proof | Disability certificate from the competent authority |
| Merit base | Class 12 (degree) / Class 10 (diploma) | Class 12 (degree) / Class 10 (diploma) |
If you are a girl student with a benchmark disability, run the comparison honestly: both pay the same amount, so the deciding factors are which merit list your marks compete better on in your state and which document set you can get verified without a fight.
How to apply on NSP
- Complete the One Time Registration (OTR) on scholarships.gov.in if you have not already — you will need Aadhaar-linked details.
- Log in and select AICTE Saksham Scholarship Scheme for Specially Abled Students, choosing the Technical Degree or Technical Diploma variant to match your course exactly.
- Fill in personal, academic, and admission details exactly as on your documents.
- Upload everything (see below) and submit. Save the application ID.
- Get your institute to verify. Institute-level verification is compulsory, followed by district/state verification. An unverified application is a dead application.
Documents to keep ready
- Aadhaar card
- Disability certificate (benchmark disability, from the competent authority)
- Class 10 and Class 12 marksheets, as applicable
- Family income certificate for the preceding financial year, in the prescribed format, issued by an officer not below the rank of Tahsildar — a certificate from a lower authority is a known rejection cause
- Admission letter issued by the Directorate of Technical Education / proof of enrolment in the AICTE-approved institution
- Tuition fee receipt for the current year
- Bonafide certificate from the institute (issued by the Director/Principal/Head)
- Bank passbook copy — individual savings account in your own name, Aadhaar-seeded for DBT (FRILL, minor, and joint accounts are reported to fail DBT)
- Category certificate if applicable
- Parent/guardian declaration in the prescribed format
Dates and common mistakes
The 2026–27 NSP listing for Saksham has been reported with a student deadline of 31 October 2026 — the same window as Pragati. Treat this as "apply now, not next week," and recheck the live NSP date before you submit.
The recurring failure modes: a disability certificate that is old, provisional, or below the benchmark threshold; applying under the degree variant while enrolled in a diploma (or vice versa); and, most wastefully, a completed application sitting unverified at the institute level. If your institute's nodal officer doesn't know about Saksham, walk them through it in person — the portal will not chase them for you.
One more thing worth planning for: Saksham money arrives after verification completes, not at the start of term. If your family is budgeting around it — for an assistive device, a laptop with accessibility software, or daily transport — treat the ₹50,000 as money that lands mid-course rather than admission money, and keep your receipts either way. Students who plan the timing honestly are the ones this scholarship actually helps finish the degree it paid for.
